Community cats, colonies and starting TNR

How trap-neuter-return works in New York City, and who will help you do it.

COLONY & FERAL CAT CARE - managing an outdoor community-cat colony end to end

A community cat is an outdoor cat without a direct owner. Some are friendly (may be adoptable), most ferals are not - TNR + lifelong colony care is the humane, effective path. Verified vs Bideawee/FCI, Neighborhood Cats, NYC MOAW, Urban Cat League, 2026-08-26.

STEP 1 - GET TNR-CERTIFIED (free; unlocks free s/n, trap loans, transport)

  • Neighborhood Cats TNR Certification Workshop - monthly online, certifies you as a Certified TNR Caretaker. neighborhoodcats.org/how-to-tnr. 15,000+ New Yorkers certified.
  • NYC Feral Cat Initiative (Bideawee) - also runs certification + colony-care workshops + a 7-day helpdesk (nycfci.happyfox.com/new).
  • Certification is what makes the free/low-cost s/n, trap banks, and transport (all on 'Clinics, traps & support') available to you.

STEP 2 - REGISTER THE COLONY (protects it + tracks progress)

  • Cat Stats colony registry (Neighborhood Cats / Mayor's Alliance) - catstats.org/nyc - log your colony, cats, and s/n status.
  • Registration helps document TNR progress, coordinate with other caretakers, and can protect a colony's feeding site.

STEP 3 - TRAP & FIX (see 'Clinics, traps & support' for trap banks + free/low-cost s/n)

  • Borrow traps: Neighborhood Cats, ASPCA, FCI, Muffin's (details on the clinics tab).
  • Free/low-cost s/n for community cats: Toby Project (all 5 boroughs, free), ASPCA, plus feral-friendly clinics by borough.
  • An EAR-TIP (left ear, squared off) = already spayed/neutered + rabies-vaccinated. Don't re-trap ear-tipped cats.

STEP 4 - ONGOING COLONY CARE

  • Winter shelters: Urban Cat League + FCI have build guides/workshops (insulated, straw-not-blankets, small entrance).
  • Food/water + discreet feeding stations that don't create odor/waste nuisance (keeps neighbors + the colony safe).
  • Colony-support groups that help caretakers directly (with contacts): Bronx Community Cats (bronxcommunitycats.org), ARQ/Queens (arqadopt.org), MeowRoof/Queens (meowroof.org), Ocean Hill Cats/Bklyn (info@oceanhillcats.com), Good Home/Bklyn trap bank (info@goodhomepetadoptions.org), Mama Chris/SI (text 347-983-2240).

FRIENDLY CATS / KITTENS FOUND IN A COLONY (pull for adoption)

  • Socialize: Urban Cat League Taming Toolkit (see 'Lost-found & behavior' tab). Under 8 wks socialize easily; older takes longer.
  • Neonatal/bottle-babies too young to survive outdoors: route to a nursery - Itty Bitty City Kitties, Cats of Meow York, Bay Ridge Kittens, Kittens and Barbells (see Specialty view).

WHEN A CAT CAN'T BE RETURNED (site lost, unsafe, or truly unadoptable feral)

  • Working-cat / barn relocation: Urban Cat League, MeowSquad, For Animals Inc. place un-adoptable ferals as working cats (barns, warehouses, breweries).
  • Hard Hat Cats - places working/feral cats at NYC businesses (has placed inside the Brooklyn Navy Yard) - hardhatcats@gmail.com.

FERAL MEDICAL / EMERGENCIES

  • Sick/injured feral: the feral-friendly clinics on 'Clinics, traps & support' + emergency hospitals on 'Emergency & poison control' (call ahead, bring in a covered trap).
  • Feral dentals: see the dental subsection on the clinics tab (Park Slope Vet Center is the best lead).
  • Scratched or bitten by a feral? Contact a doctor immediately + report to NYC Health Animal Bite Unit (311). Handle only in a trap/transfer cage.
  • KEY CONTACTS (all verified in the main sheet): FCI helpdesk nycfci.happyfox.com/new / (212) 330-0033 - Neighborhood Cats help@neighborhoodcats.org / (212) 662-5761 - these two are the backbone for any colony question.

SERVICES AVAILABLE FOR COLONY / COMMUNITY CATS (what you can actually GET, and who provides it)

Most free services require you to be a Certified TNR Caretaker (free to become - see Step 1). Register with the provider first.

SPAY/NEUTER + RABIES + EAR-TIP (the core service, FREE for certified caretakers):

  • Toby Project: FREE, all 5 boroughs ($5 rabies only). ASPCA: FREE via RSS (aspcapro.org/scheduler). HSNY: low-cost. NSALA feral package $40 (s/n + rabies + FVRCP + penicillin + eartip). Full list + borough clinics on 'Clinics, traps & support' tab.

FREE TRANSPORT to/from spay-neuter (if you can't drive traps):

  • ASPCA offers free transport to/from its clinics - book with the s/n appointment via RSS. Cats returned to the same pickup spot next day.

FREE/LOANED TRAPS + drop-traps:

  • Neighborhood Cats trap bank (pickup 30 Prince St, Bklyn), ASPCA trap bank (TNRtrapbank@aspca.org), FCI loans, Muffin's rentals. Details on clinics tab.

FREE CAT FOOD, STRAW & WINTER SHELTERS for colonies:

  • NYC Feral Cat Initiative (FCI) runs periodic giveaways of free cat food, STRAW (best shelter bedding - insulates, wicks moisture), and pre-made winter shelters to Certified TNR Caretakers. Ask the FCI helpdesk about current giveaways.
  • Straw (NOT hay, NOT blankets which hold cold/damp) is the correct insulator; FCI + Neighborhood Cats have build guides + sometimes distribute shelters.
  • ASPCA + Food Bank pet-food pantries (all boroughs) can also supply colony feeding (see clinics tab owner-support).

FREE POSTING OF ADOPTABLE COLONY CATS (friendlies/kittens pulled from the colony):

  • FCI posts Certified TNR Caretakers' adoptable cats on its Petfinder page. Borough rescues (see main sheet) also take friendlies into their adoption pipelines.

GRANTS / FINANCIAL HELP for TNR + colony vet costs:

  • FCI has administered ASPCA + In Defense of Animals grants for individuals' TNR/adoption expenses - ask the helpdesk what's currently open. Vet-bill aid (NYSAVE etc.) on clinics tab.

MEDICAL for colony cats (sick/injured/dental):

  • Feral-friendly clinics + emergency hospitals + feral dentals: all on 'Clinics, traps & support' and 'Emergency & poison control' tabs. Trap the cat, bring it covered.

COMMUNITY-RELATIONS help (neighbor complaints, feeding disputes, moving a feeding station):

  • FCI + Neighborhood Cats offer guidance + the 'Love Cats / Hate Cats' outreach materials; Alley Cat Allies has colony-conflict resources. NY State classifies cats (incl. feral) as companion animals - caretaking + feeding is legal, though local feeding rules can vary.
