Affordable veterinary care across the five boroughs, and how to license a dog in NYC.

LOW-COST VET, SPAY/NEUTER & NYC DOG LICENSING (contacts inline)

Free/low-cost veterinary care, spay-neuter, vaccine/microchip options, and the legally-required NYC dog license. Every dog 4+ months must be licensed; every dog owner must show proof of license + rabies in public. Verified against each provider's own site / NYC DOHMH / the ACC Low-Cost Vet Resources sheet on 2026-08-27. Confirm eligibility (many are income-qualified) and current pricing before you go.

NYC DOG LICENSE - legally required (NYC Health Code 161.04)

Mail to: NYC DOHMH Dog License, PO Box 22136, New York, NY 10087-2136. Check/money order payable to 'NYC DOHMH' (no cash).

Fees: $8.50/yr spayed-neutered (any age) OR dog under 4 months; $34.00/yr unaltered dog over 4 months; late fee $2.00/yr; replacement tag $1.00. May license up to 5 years at once.

Questions: call 311 (ask for the DOHMH Dog Licensing Unit). Leash law: max 6 ft in public; report issues via 311.

  • How: apply/renew ONLINE at nyc.gov/doglicense (debit/credit/e-check), or mail a paper form (call 311 to have one mailed; forms in English + Spanish). You need proof of a current RABIES vaccine.
  • In-person same-day licensing events (held across all 5 boroughs) waive the $2 late penalty and you won't be cited on-site - check the Same-Day Licensing/Vaccination schedule at nyc.gov/doglicense.

CITYWIDE - free / low-cost SPAY-NEUTER

  • ASPCA Mobile Spay/Neuter + Community Clinics - free/low-cost s/n for dogs & cats across all 5 boroughs. Owner 18+, pet 2 months-9 yrs, no known medical issues. No walk-ins.
  • The Toby Project - NYC's only org solely devoted to free/low-cost s/n; mobile vans + in-neighborhood clinics, works with DOHMH. Free s/n with proof of public assistance, reduced without; vaccines $8 (with s/n only). ACC COMMUNITY PETS PROGRAM - free help to keep pets with their families

Free pop-up vaccine + microchip clinics in the Bronx and Queens: free rabies, DA2PP, and Bordetella (kennel cough) for dogs, free microchips, and referrals for free spay/neuter. Check the ACC events page for dates and locations.

Also offers: free dog training, tenant advocacy and pet-housing help, spay/neuter appointments, and connections to other agencies.

LOW-COST DOG DENTAL (periodontal disease affects ~80% of dogs over age 3)

Veterinary teaching hospitals + nonprofit clinics run ~$50-150 vs a ~$388 private-practice average - ask about pre-anesthetic bloodwork (required for dogs over 5 or with severe disease).

  • Humane Society of NY - has a dedicated 'doggy dentist' doing dentals 4-5 days/week (~4 dogs/day); low-cost, volunteer-supported. Books up fast via a waitlist - call early. 306 E 59th St, (212) 752-4842.
  • ASPCA Community Veterinary Clinics (S.Bronx 501 E 161st St / E.NY Brooklyn / LIC Queens) - subsidized dental cleanings + extractions alongside wellness, income <=$50k. Waitlist via (844) 692-7722.

PET FOOD / SUPPLIES (dog-specific pantries + directories)

  • ACC - may provide food, harnesses, and other supplies directly; ask Admissions (admissions@nycacc.org).
  • ASPCA Community Engagement + Animal Haven Community Engagement Program - free/subsidized pet supplies incl. food for low-income New Yorkers (animalhaven.org, aspca.org).
  • PAWS NY - operates a pet food pantry alongside its in-home care (pawsny.org, (212) 203-4760).
  • Food Help NYC (nyc.gov/foodhelp) - find human food pantries; many also stock pet food. donateNYC Directory has a Pet Care/Food category.
  • Pets of the Homeless (petsofthehomeless.org) - national org providing FREE pet food + vet/dental/emergency care specifically for pets of homeless + at-risk people; find NYC-area donation/host sites on their map.

VACCINE + MICROCHIP EVENTS

Petco Vetco / VIP Petcare (above) do walk-in vaccine + microchip clinics at many NYC pet stores - low cost, no exam fee.

  • ACC hosts periodic low-cost vaccine + microchip + licensing events across the boroughs - check nycacc.org (events) and the DOHMH Same-Day Licensing/Vaccination schedule.
  • Microchip registration is separate from implanting: after any chip event, register the chip with the microchip company (e.g. 24Petwatch 24pet.com free, HomeAgain homeagain.com) so your contact info is on file.

VET-BILL FINANCIAL AID (when care is unaffordable)

  • NYSAVE (NY Save Animals in Veterinary Emergency) - NYC-SPECIFIC emergency funding for sick/injured pets of low-income NYC residents (all 5 boroughs). At/below NYC poverty level (about $41,100 for 1 person / $58,700 for a family of 4); you must first be denied by CareCredit/Scratchpay; ~$2,000/yr per household, paid to a participating vet.   • AMC (Schwarzman Animal Medical Center, Manhattan) financial-assistance funds - Charlie's Patient Assistance Fund (free/subsidized EMERGENCY care), Buddy Fund (cancer), Cooper Fund (radiation), SAVE (seniors 65+), plus military/adopted-pet discounts.   • ASPCA Animal Hospital (AAH) - low-cost urgent care in NYC for owners with household income at or below $50,000 (bring EBT / SSI / VA / unemployment / TANF proof). Apply via aspca.org/nyc.
  • RedRover Relief - grants (avg ~$250) toward urgent, life-threatening care; household income under $60,000/yr; paid to the vet. redrover.org/relief, (916) 429-2457.

  • Frankie's Friends - grants for lifesaving emergency or specialty care (pet already seen by a vet, good prognosis). frankiesfriends.org/apply-for-assistance-3.
  • Waggle - vet-bill crowdfunding; 100% of funds go to the vet. waggle.org.

  • Brown Dog Foundation (browndogfoundation.org), The Mosby Foundation (themosbyfoundation.org), Onyx & Breezy Foundation (onyxandbreezy.org) - additional illness/injury funds.
  • Dial 211 (or nyc.gov/211) for a live operator with current local assistance funds.
  • CareCredit - healthcare credit card accepted at most NYC vets; apply at carecredit.com or (800) 677-0718.
  • Scratchpay - simple payment plans for vet care; apply at scratchpay.com (soft credit check, no card).

PET INSURANCE (for planning ahead, not an unpaid bill you already have)

Pet insurance reimburses a percentage of future covered vet costs after you pay the vet; it does NOT cover pre-existing conditions, so it helps most when started while a dog is young and healthy. Compare deductible, reimbursement %, annual limit, and what's excluded.

Others widely reviewed for 2026: Embrace, Figo, Lemonade, Spot, Pumpkin, Fetch, MetLife. Get 2-3 quotes and read each policy's exclusions before choosing.

Tip: ask the insurer in writing how they define a pre-existing condition, and whether curable conditions (e.g. an ear infection) can be covered later.

Most subsidized spay/neuter and clinic programs are income-qualified and/or waitlist-based, and capacity is limited. Confirm eligibility, what's included, and current price when you book - certificate programs sometimes add charges for vaccines, older-pet bloodwork, pregnancy, or take-home medications.
